Essay #2 Outline

I. Georgia was one possible solution to the concerns of the growing number of unemployed and homeless persons in England.
----A. Oglethorpe devoted himself to helping the poor and debt-ridden people of London, whom he suggested settling in America.
-------i. Poor people were sent to Georgia
-------ii. First 12 months they work to clear land
-------iii. Next two years they settle and inhabit
-------iv. Towns and Villages have own amount of length
----B.Loyalists sought economic aid from royal officials
-------i. “The assistance granted was usually in direct proportion to their former ranks and stations in colonial society, the need for their skills, the value of their information about the American war effort, and the amount of money in the British coffers.” (Fingerhut, 246)
-------ii.Georgia was mostly populated with Loyalists.
II. Georgia was structured well and kept order.
----A. “Lots are to be preserved separate and undivided, and cannot be united, in order to keep up a Number of Men equal to the Number of Lots, for the better Defence and Support of the Colony.” (“The Georgia Trustees: Rules for 1735”)
-------i. People cannot lease out their house or lot to others without a license for that purpose. [That keeps things in structural order ]
-------ii. “Negroes and Rum are Prohibited to be used in the said Colony, and Trade with the Indians, unless Licensed.” (“The Georgia Trustees: Rules for 1735”)
-------iii. “Trustees will give leave to every Freeholder, to take over with him, One Male Servant or Apprentice of the Age of Eighteen Years and upwards to be Bound for no less than Four Years.”

What do you mean in I, ie "Georgia was one possible solution"? I'm having trouble understanding how the state itself is a solution to a problem (the same applies for II -- I don't get it?). Also, what is the problem?
